the required advisories need to be included in statically included destinations
b/c there are no advisory messages produced for advisory destinations (to avoid
forever looping). Auto forwarding depends on seeing the consumer advisory to be
aware of demand.
Consumer and TempDestination advisories are still suppressed because they
terminate at the bridge.
