hi Clebert,
We set it to block because in the test
ProducerFlowControlSendFailTest.createBroker() method the client sets the
default policy here:
policy.setProducerFlowControl(true);
policyMap.setDefaultEntry(policy);
If the client doesn't set it the server won't do anything about it.
