The depenencies are not required if you don't use the XML configuration to
configure the broker.  You can create a broker using purge Java.  There are
many examples of this in the unit test code of ActiveMQ.  So if you don't
need to use Spring XML to configure the broker than you can safely exclude
the dependencies.
