Ok, I think the clean up work is done.
- Tests executable for both OWB and Weld. I think its low risk to only run
Weld tests in CI, even though OWB is nice and all.
- All deps listed in root.. still not sure why you list dependencies w/
license in there, but hope this is fine.
- I suspect there will be small incremental changes soon, hence why I
wanted to get the first part in.
- Formatting, etc should all be good.
