ARTEMIS-1001 fix time unit from seconds to minutes for slow-consumer-â¦

Problem is that reaper which is responsible for detecting slow consumer is
triggered every x seconds instead of every x minutes as documented.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/mnovak1/activemq-artemis
slow-consumer-check-period-bad-timeunit
