I can only reiterate that removing queues that have messages in my view is
a bad thing and we shouldn't allow it. At least not without any thought as to
what we should do with the messages.
regarding centralising queue persistence, it needs some thought as to how
auto created queues, temp queues and subscriptions would be handled.
