I've been searching the docs/code and can't find any references to a
connection throttle.

The use case is the following. We want to have a public ActiveMQ host
protected by username and password. We don't want attackers to be able to
guess username/passwords at arbitrarily high frequency.

Does ActiveMQ have a supported solution for this?
