[HEADS UP] Jira freeze for ActiveMQ 5.15.12 and 5.16.0 - Heading releases to vote end of this week

Hi everyone,

FYI, I’m freezing Jira content for ActiveMQ 5.15.12 and 5.15.0 now. Final PRs 
are on the way and full builds are running.

Version 5.15.13 already exists in Jira and I’m creating 5.16.1 to do the Jira 
triage.

ActiveMQ 5.15.12 and 5.16.0 releases will be submitted to vote by the end of 
this week.
