If you don't have an Apache account and you want to create a Jira, for example, then you must request a Jira account. This is an account specifically for the ASF Jira instance. Lots of websites employ OAuth so that you can, for example, use your Google account or Facebook account to access their services. That's not true of ASF Jira. As far as I know ASF Infra has _always_ required an account to create Jiras, etc. However, that requirement still hasn't been sufficient to prevent spam - even with a captcha for creating an account. Therefore, the PMC now has to approve Jira account requests.
