Welcome to the community, Tomasz! To be clear, typically folks establish a presence in the community before they are added to Jira and assigned issues. By "establish a presence" I mean things like contributing to issues, sending PRs, being active on the mailing list(s), etc. Since you've just joined you don't have this presence yet.
That said, you can still do everything you need to actually work on and solve issues (e.g. create Jiras, send PRs, etc.). I look forward to your contributions!
