I can speak to this point because I was heavily involved in the design and implementation of the cited pages. I'm certainly not aware of any "battle" against "URLs as independent locators of resources" on the ActiveMQ website in general or specifically in the Artemis docs. To the contrary, the Artemis docs are intentionally full of individual links to easily share and reference specific sections.
