Summary: Craft the Orchestrator CPI

The primary usage of the orchestrator CPI will be requests from Airavata API.
As of now, no other Airavata components needs to invoke this CPI.
Key role of this CPI will be to expose the experiment management methods like,
verify configuration, launch and terminate experiments.
