Summary: Can Launch an experiment which is in COMPLETED state
using PHP command line

After initially launching the experiment can launch the same again and again
when the status of the experiment is = COMPLETED
prior to launching should check the status. If its COMPLETED, FAILED, LAUNCHED,
any other improper should throw an exception
