getAllExperimentsInProject.php PHP script can be executed giving NULL, spaces 
and non-existing Project IDs

For all above the output message is # of project experiments = 0

The API should throw exceptions with a proper messages.
For non-existing Projects
Airavata System Exception: Project ID does not exist.

For NULL and spaces
Airavata System Exception: Please Enter Project ID
