User should be able to terminate experiments in CREATED, LAUNCHED, VALIDATED,
EXECUTING and SCHEDULED.
Experiments in COMPLETED, CANCELED, CANCELLING, UNKNOWN and FAILED statuses
will not be allowed to cancel.
What are we gong to do with partial output files at the time of cancelling?
