Eroma reopened AIRAVATA-1332:

The issue with creating experiments is different to creating a Project.
1. Create a new user
2. Navigate to Create Experiment screen and there a message is given indicating
that there are no projects but user can proceed without a project and enter
application information and click on save
3. Error message given;
There was a problem getting the experiment. Please try again later or submit a
bug report using the link in the Help menu.
AiravataSystemException: Error while retrieving the experiment. More info :
Requested experiment id does not exist in the system..
4. User should be restricted proceeding/clicking Continue button without a
Project
