Hi it seems like your web server daemon cannot connect to identity server host. First try to go to https://idp.scigap.org:7443/services/SuperAdminEntitlementService?wsdl in your web browser and make sure that you ISP does not restrict you on accessing the idp server on port 7443.
Then make sure you apache web server daemon has access to generate outbound traffic. If this fails you can try setting up a local Identity Server as described in the airavata documentation.
