My 2c:

* All commits should have [AIRFLOW-XXX].
* If commit is a readme/doc tweak, it's fine to literally have
[AIRFLOW-XXX] (i.e. no actual JIRA number)
* Any commit without [AIRFLOW-XXX] was a mistake.

I've done (3) a few times--the dev/airflow-pr tool helps with this, but
sometimes I miss it. Accidents happen.
