Hi Max, Simple solution is: use -incubating for publishing the artifacts for Apache repos and remove it for PyPi, as pypi won't allow "local" versioning.
Catch 22 situation with the Apache process which was extensively discussed on the IPMC mailing list (and never reached a real conclusion). Most people will install from pypi so you might want to include signatures for those as well but note it is not the official release channel.
