I agree in general that this is needed, particularly for the 'taskd' process. The webapp itself could use one on the VM where it is run with 'paster'. However in production it is best to configure a real WSGI service (e.g. apache + mod_wsgi) to run the allura webapp, and then no additional service is needed for that (i.e. just use the apache service).
