I can do this soon unless anyone else wants to by all means :)  FYI our website
repo is at https://svn.apache.org/repos/asf/allura/site/trunk/ if we want to
just drop the DOAP file there, that seems easiest.

Allura itself provides DOAP files for each project, e.g.
https://forge-allura.apache.org/rest/p/allura?doap  However I'm not sure if that
has all the fields we want to include (could be extended with a little coding).
 Or if any syntax/semantic differences would cause problems for the
projects.apache.org DOAP parser.
