Well, [#4937] is only about Related Ticket links and about showing the text besides the link. This ticket here talked about all Artifact links, also in Markdown sections and about showing it as tooltip.

Security checks need to be done when showing related artifacts, exposing the title of a private ticket wouldn't be good.
