I've changed some tracker links and also some of allura.sourceforge.net
(which redirecting to the forge-allura.apache.org anyway) in the latest
commit
https://forge-allura.apache.org/p/allura/git/ci/e9c2d07de7650c7a72d2d4e26d753f8bfaa1c25a/

We still have links like this in docs
https://sourceforge.net/p/forge/documentation/Docs%20Home/ but I didn't
find corresponding pages on forge-allura.apache.org for them. Seems like
they are partially SF specific, but still contain useful info for Allura.

Let me know if I missed something.
