Followup from [#7526], these files should use `sendsimplemail` instead of
`sendmail`:
* Allura/allura/tasks/export_tasks.py
* Allura/allura/controllers/auth.py
We should also add some docstrings to the sendmail and sendsimplemail functions
so that folks know how to use them.
