When an admin changes a user's status, the auditlogs can easily have 2 entries
added (one for enable/disable and one for active/pending). The status change
ends up correct, but the audit logs are confusing. We should make the changes
more precise. Also, the audit log should say "changed to pending" instead of
"deactivated" to match the terminology used on status display.
