`Allura/development.ini` and `INSTALL.markdown` have references to specific docs pages that now have moved, so those should be updated. (Search for "/docs/"). Alternatively, we could keep the files in the same locations (so all links still work) but still make the same Table of Contents rearranging. That would be my preference if it works out ok.
