Our Docker / Compose setup should be merged soon, see
https://forge-allura.apache.org/p/allura/tickets/7806  I am thinking we should
remove our Vagrant setup and instructions and point people to Docker as the
recommended installation path.

Vagrant is old and boring, Docker is new and cool.  And building a vagrant image
is kind of tedious and annoying: it's a mix of puppet and .sh scripts and takes
quite a while to run.  On the downside, we don't have prebuilt images of Docker
yet so it will take a bit longer for someone to get up and running compared to a
Vagrant image that is all prepared for them.  But I think we can quickly get to
hosting an image on dockerhub as well as images designed to "just run" allura
and not "develop" allura.

And once that is determined...

It's been 4 months since our release, should we make another one?  I think so :)
 I can run the release, or if someone else wants to, I'll happily help with any
questions.  Most of the work is organizing the changelog and making
announcements afterwards.  The release script does the detail work.
