I agree we don't need the CONTRIBUTING file.  We have a [Contributing Code] 
wiki page too!  (It does have some info about code style that we don't have in 
the docs page yet).

I cleaned that up as well as a few other minor things.

Most info is found in our main docs, but the installation section is just a 
link to an external markdown file(s).  Moving it directly into the docs will 
add consistency and should provide a better experience for new users.


We should move the

 and the [*docker 
guide*](https://forge-allura.apache.org/p/allura/git/ci/master/tree/INSTALL-docker.markdown)
 into [*this

 of the docs.
