As a developer, I get mail notifications for new blog posts I make, wiki page
edits and new forum posts.
Please make a subscribe button for those tools available to users.

[#4905] added it for Wiki. Tickets needs it too.
Developers can go to /auth/subscriptions and add whole-tool subscriptions
there. But there's not a way for non-devs/admins to do it yet.
