When pushing multiple commits, the email notification has a heading for the
branch name, but it is at the bottom instead of the top of the email. This is
probably broken since [#8144] reversed the order.
It would also be good to have a max # of commits included in the email,
especially for cases when a full repo gets pushed and reindex with
notifications on.
