This is for the admin mode of the project menu. Release versions of Allura have that file (`Allura/allura/public/nf/js/build/transpiled.js`) provided. If you are using a git checkout, you will need to run the commands to build the right version of that file. You should be able to run the `npm install; npm run build;` commands in your main allura directory.
