I've run into a few cases where a ticketing system allows anonymous updates,
but anonymous posts are moderated.
In this case, if an anonymous user tries to edit a ticket, the corresponding
discussion comment gets moderated, but the actual edits to the ticket happen
immediately. I would expect the edits to be held until moderated.
