https://ci-builds.apache.org/job/Allura/job/Allura-py3.7/34/testReport/ has a
lot of git failures and this message on some of them I think is the root issue

('/allura/ForgeGit/forgegit/tests/data/testgit.git' is owned by someone else)
To add an exception for this directory, call:
git config --global --add safe.directory
/allura/ForgeGit/forgegit/tests/data/testgit.git'
```
I suspect this is running on the very latest `git` version which fixes a
security vulnerability related to directory ownership.
