Description:
Resolution of this jira reduces usage of globals by adding a flag
"isRequiredByAgent" in the config property object. If set to false, property
will not be persisted on server.
Also some of the properties like dfs_datanode_port is no longer saved as global
property but included in the service site (hdfs-site.xml) with a prefix ambari
and referenced from other property
