Fix For: 1.5.0
Now that jmx and ganglia metrics are defined with the stack, remove
jmx_properties_2.json and ganglia_properties_2.json. Refactor to remove
VersioningPropertyProvider. Keep jmx_properties.json and
ganglia_properties.json as they will still be used as defaults when the
stack-defined metrics cannot be determined (used with 1.3.x stacks)
