Summary: "Start Hadoop Cluster Service" task fails if only one
host component was stopped before

Steps to reproduce:
1. Stop any of host components that belongs to cluster service with more than
one component (NameNode or Secondary NameNode for HDFS, JobTracker or
TaskTracker for MapReduce, Hive Server or Hive Metastore for Hive) executing
"Stop Hadoop Host Component" task
2. Start cluster service executing "Start Hadoop Cluster Service" task
*Actual result*: "Start Hadoop Cluster Service" task is reported as failed
though stopped host component starts successfully.
Task finishes as successful only if all host components were stopped.
