A request_schedule with 2 batches containing 2 hosts each. The tolerance count
was 25%. The first host in the first batch had a bad python script and failed.
This tripped the tolerance count and the request_schedule did not launch any
further batches (as expected).
However the request_schedule was stuck in SCHEDULED state.
