Currently, ambari-server uses -
http://uni-smr.ac.ru/archive/dev/java/SDKs/sun/j2se/7/UnlimitedJCEPolicyJDK7.zip
to download jce policy.
Instead it should use - the url provided by the linked JIRA.
We can use
http://public-repo-1.hortonworks.com/ARTIFACTS/UnlimitedJCEPolicyJDK7.zip.
