Upon losing heartbeat, on the host details page, we disable the component
action buttons but not the "Host Actions" button, even though a user cannot
perform those operations.
If you happen to select one of those operations, looks like we end up not
queuing it or firing it anyway, so this control should be disabled to avoid the
confusion and be consistent with the other controls on the page.
