Currently, we have "Add Services", "Start All", and "Stop All" underneath the
left nav under the "Services" tab. This is getting a bit crowded. Also we'll
extend this in the future (like "Check All"). Let's consolidate these buttons
into a single pulldown menu as we do for others.
The button label should be "Actions", with the items underneath:
+ Add Services
Divider
> Start All
[] Stop All
Also, make the same action pulldown available in the left nav under the
"Dashboard" tab as well.
