STR:
1. Stop a Supervisor.
2. Trigger rolling restart.
Result: restart operation for the host with stopped Supervisor fails on UI with
messageOnUI.txt. The Supervisor stays in the INSTALLED state.
For other hosts, rolling restarts succeed.
Attached: cluster logs snapshot of a 3-node cluster after
rolling restart with Supervisor stopped on c6401.ambari.apache.org
