[~dmitriusan], there has some back-and-forth on this topic. At this point, we
should leave Dmytro's implementation as is.
Post 1.5.0, what we need is a good way to configure CLIENTs which we do today
by calling INSTALL. CONFIGURE command can be used to refresh client
configurations. Even with CONFIGURE command, START should still call
configure() explicitly.
