Description:
*Precondition:*
Install Ambari by default scenario.
Setup hadoop without Storm, Falcon and Oozie.
*Steps to reproduce:*
Go on Admin -> Select "Enable Security" *(on non preconfigured cluster)*
After that try to disable security. Step "Start Services" should be successful.
*Actual Behavior:*
Step "Start Services" failed.
