*Precondition:*
Install Ambari, Hadoop, 1 host must not have master components.
*Steps to reproduce:*
# Stop all components on host with out master components
# On mentioned above host Make ambari-agent stop.
*Expected result:*
Can delete host when heartbeating is lost, "Host Actions" button is not
disabled.
*Actual result*
"Host Actions" button is disabled.
