The number of background ops running displayed as a badge next to the cluster
name is not very intuitive, unless you are taught.
Two changes:
* Change the text to say "\{0\} ops"
* When 0 ops, show gray as we do today
* When >= 1, show blue with glowing animation to draw user's attention.
