During Host registration, if a host cannot reach the repository, we should
provide a more clear ERROR.
You can see the host couldn't resolve the public repo host but the final ERROR
doesn't really tell the user what happened (which was due to no internet
access). ERROR: Bootstrap of host hdp1.local fails because previous action
finished with non-zero exit code (1)
