It's my understanding that the idea is to move away from puppet to Python in order to ease testing and deployment of singular components within the stack. I believe the release for 1.5.0 is going to be in April. I also believe the changes for python (using the new services architecture) has been back ported all the way to 1.3, therefore you shoudl be able to deploy those stacks using 1.5.
