This patch updates the apache-rat-plugin version to 0.10 which is the most
recent Apache Rat stable release.
This patch automates running of apache-rat-pugin check goal in the maven test
phase.
So {{mvn test}} command will implicitly run {{mvn apache-rat:check}}.
