Flume service has 1 component per host. Each component has multiple agent
processes.
Service status is determined as
* up - all components up
* down - at least one flume agent down
Component status is determined as
* started - all agents up
* stopped - atleast 1 agent down
* starting - atleast 1 agent starting
* stopping - atleast 1 agent stopping
