Pig now exposes the entire pig.properties for the web client to send back as
part of the provisioning command. Until the web client explicitly handles
pig.properties, we will default to outputing the hcat and
pig.location.check.strict parameters to their correct values.
The hcat and pig.location.check.strict parameters are properly updated in the
property file that is sent to the web client.
